New staff member serves Red Desert citizens’ group

Early in 2020, the Wyoming Outdoor Council became involved with Citizens for the Red Desert, a loose coalition of people from a variety of backgrounds who value Wyoming’s Red Desert and all it has to offer. At the end of the year, as the group began to coalesce further, we brought on Shaleas Harrison to serve as its coordinator. Harrison is a native of northwest Wyoming, an educator, and a former staff member of the Wyoming Wilderness Association who brings a deep knowledge of, and respect for, the Red Desert. 

After a few weeks on the job, here’s what Harrison had to say. 

Tell us a little about yourself 

I grew up on a small, multi-generational farm in northwest Wyoming growing beans and barley, so I feel I have an intimate connection to Wyoming landscapes and the people that live and work here. I studied molecular biology and chemistry for my undergraduate degree and completed my master’s in natural science and environmental policy at the University of Wyoming. My graduate research revealed how people came together to overcome complex socioeconomic, cultural, and political problems of land management in Wyoming. I am also a teacher — connecting people to nature and using nature as a teaching tool. I worked as a teacher on the Wind River Indian Reservation and taught physics, biology, and chemistry in Saratoga and in Baja California, Mexico. My favorite place is Adobe Town in the Red Desert, and I am so excited to be applying all my passion and abilities as the coordinator of Citizens for the Red Desert!

What do you love about Wyoming’s outdoors? 

There aren’t too many places you can go in this world and still hear the cry of a wolf and bump into a grizzly bear on a trail on the same day.  I also have a deep connection to our desert lands. The colors, lines, and textures have a way of cleansing the mind. Wyoming’s intact wild landscapes are our most precious and valued resource. 

Your new position revolves entirely around the Red Desert. Why is the desert special to you? 

Like many deserts, it’s a place that is underappreciated and not well trafficked. It’s a place you can go and not have to book a reservation or worry about your favorite place being “full.” There aren’t any campgrounds, and you can shoot guns or ride your dirt bike or let your dogs roam,  without bothering anyone. I like that about deserts. You can escape the riffraff of towns and even the tourists. While they stick to the mountains, I’m perfectly happy in the desert, even in the middle of July. The vast vistas clear your mind; they teach us things. One has to spend loads of time there to really feel its power, and the Red Desert is powerful and full of so much beauty. It feels right being here and trying to make sure it stays that way. 

What excites you about working with Citizens for the Red Desert? 

So many people for so many years have fought hard to ensure the Red Desert is protected. I really believe this is my calling and a way to give back to Wyoming, the place that has given me so much.

Let’s vote, Wyoming! Here’s everything you need to know.

The nights are turning crisp, hunting season is in full swing, and around Wyoming the aspens are turning fiery orange and gold. It can only mean one thing: Election Day is almost here!

Although the hoopla of the presidential campaign attracts an outsized share of the public’s attention, Wyoming citizens also have the responsibility to select many other local, state, and federal officials that represent our communities, manage our public resources, and make decisions every day that impact Wyoming’s future and the conservation issues you care about. That’s why it’s essential to educate yourself about all the candidates on the ballot and cast a vote that ensures your values are represented at all levels of government. 

The mission of the Wyoming Outdoor Council is to preserve our state’s quality of life now and for future generations, and voting is one way to meet that challenge. We’ve collected the information below to make sure you have the tools to get out to vote on (or before!) Nov. 3

Before we get started, remember that your county clerk is your best resource if you have questions about voting. The state of Wyoming also launched a new website this year — www.letsvotewyo.org — with information on how to register, find your polling place, request an absentee ballot, learn about COVID-19 precautions, or contact your clerk’s office. 


REGISTERING TO VOTE

You can vote if you’re at least 18 years old on Election Day, a U.S. citizen, and reside in Wyoming. You must also be registered to vote. Fortunately, Wyoming has same-day voter registration, meaning you can register at your polling location and vote immediately. 

Of course, you can register in advance by visiting your county clerk’s office. Applications can also be submitted by mail, but you’ll need to have your application form notarized if you go this route.

Regardless of when and where you register, you’ll need to provide some form of ID. A Wyoming driver’s license is easiest, but you can also use a state, tribal, student, or military ID, or a passport. If you don’t have a Wyoming driver’s license you’ll also need to know the last four digits of your Social Security number. If you don’t have a driver’s license or a Social Security number you’ll need to contact your county clerk’s office for help registering. 

Wyoming purges its voter rolls after every general election to remove citizens who did not participate. If you didn’t vote in the 2018 election you’ll need to re-register before you can vote in 2020. You must also re-register if you moved to a different county. If you moved within the same county you can update your current registration at the polls or your clerk’s office. 

OTHER CIRCUMSTANCES

College students can register to vote in either their hometown or the community where their school is located, whichever they consider their primary residence. 

Members of the military can register and vote absentee in their home community. There are also special considerations available for military spouses and children of service members

People experiencing homelessness must provide a physical location and mailing address. Shelters can often be used for voter registration locations. 

People who have been convicted of a felony cannot register to vote in Wyoming unless they have had their voting rights restored. For non-violent, first-time offenses this process has been automated since 2010. If you completed probation, parole, or a prison sentence prior to 2010 you need to apply to have your voting rights restored through the Department of Corrections


VOTING BY MAIL

This election season, many Wyomingites are opting for the convenience of voting by mail to avoid visiting a crowded polling location amid the pandemic. This has long been a popular choice in the state, where rural living can make access to the polls challenging. And there’s a real added benefit: Voting by mail lets you spend as much time as you need with your ballot, so you can research candidates you aren’t familiar with and make thoughtful choices instead of being left puzzled by judicial retentions or a proposed constitutional amendment. 

Absentee ballots must be received before polls close at 7 p.m. on Nov. 3. The Equality State Policy Center recommends that voters mail their ballots no later than seven days before the election to ensure on-time delivery. If you miss this deadline, or just want to save a stamp, you can drop off your absentee ballot in person at your county clerk’s office. 

You can request an absentee ballot by mail, email, phone, or in person. The last day to request a ballot is October 20, but you can still vote early in person between then and Election Day. Be sure to read the instructions on your ballot, and call the clerk’s office if you have any questions. 


VOTING EARLY

Wyoming also offers in-person absentee voting, commonly known as early voting. You can vote before Election Day at your county’s early voting location: Frequently this is the county clerk’s office, but some counties set up an early voting center elsewhere. Voting early is a great option if you prefer to vote in person but your work or family schedule will make it difficult to get to the polls on Nov. 3, or you want to avoid a crowd or possible long lines. 


VOTING ON ELECTION DAY

Election Day during the COVID-19 pandemic will function like in years past, but with a few changes. Just like your local grocery store, surfaces will be sanitized frequently and voters will be asked to stand six feet apart while waiting in line. Face coverings aren’t required for voters but, since you’re already doing your civic duty, why not wear a mask to help keep your neighbors safe?  

Even if you’ve been visiting the same polling location for years, it’s a good idea to look up your polling place through your county clerk’s website or www.letsvotewyo.org. Some locations have changed temporarily due to the pandemic, and some communities have closed or consolidated polling places in recent years. 

Identification is not required to vote but be sure to bring your ID if you need to register at the polls. And, most importantly …


MAKE A PLAN!

It’s not rocket science, but it is scientifically proven that you’re much more likely to follow through on your intentions to vote if you make a specific plan. 

Decide (right now is a great opportunity!) exactly how and when you’re going to vote. Making a plan is especially important if you have obstacles that make voting difficult. Maybe you work long hours, live far from your polling place, or are busy with your kids’ after-school activities. Choose a specific time when you’ll visit the polls or mail your ballot, put it on your calendar, and share your plans with family or friends to keep yourself accountable. 


BUDDY UP AT THE BALLOT BOX

Now that you have a plan to vote, how else can you make an impact? Bring a friend! 

In any given election, only about half of Wyoming voters actually participate. To help increase voter turnout this year, we created a tool that will encourage you to pick a voting buddy and make sure they cast a ballot. (It might help you remember to get to the polls, too!)

It’s pretty simple — just complete the form with the name of someone that you will personally commit to remind to vote. You’ll receive two customized emails in the coming weeks reminding you to reach out to your voting buddy, and some voting-related resources to ensure that your buddy has all the information they need to make their voices heard at the polls this year. Don’t worry, we won’t ask you for their contact information or any other personal details, and we won’t save their names after the election is over; this is just for you! 

So, what are you waiting for? Make sure you’re registered, educate yourself about your local races, make a plan, and vote! Wyoming will be better for it.

A federal land use plan may have drastic impacts on southwest Wyoming. Here’s how to prepare.

For almost 10 years, we’ve been waiting for the release of the Bureau of Land Management’s draft Rock Springs Resource Management Plan. The release is imminent, the field office announced earlier this summer, but we’ve come to expect delays.

So why is this plan so important? Because it will determine how 3.6 million acres of public lands in southwestern Wyoming are managed for decades to come. This includes the Northern Red Desert, Greater Little Mountain, South Pass and parts of the Oregon Trail, Adobe Town, Devil’s Playground, and the Golden Triangle, as well as the southern portion of the Red Desert to Hoback mule deer migration corridor. Based on recent land use decisions from across the West, we anticipate the Rock Springs plan will sacrifice the hunting and fishing, recreation, wildlife, and cultural values of these lands to facilitate more oil and gas leasing. 

The Wyoming Outdoor Council requested the BLM postpone the plan’s release until the COVID-19 pandemic no longer posed a roadblock to public participation. Other groups made similar requests, including the Sweetwater County Board of Commissioners, but the agency appears to be proceeding. 

So what can you do?

  • WATCH FOR UPDATES FROM US. We’ll let you know how and when to take action. If you don’t already receive our email alerts, now is a great time to sign up. We’ll also share information on our social media channels.
  • SUBMIT PUBLIC COMMENT WHEN THE TIME COMES. Wyoming citizens who know and love these areas — not just appointed federal officials — should have a say in how they’re managed. The 90-day public comment period is your opportunity. We’ll offer you suggestions on how to craft an informative, personal message.
  • SPREAD THE WORD. Effecting changes to the draft will require the full support of all the people who care for this vast and varied part of Wyoming. Not everyone who hunts, hikes, horse packs, or off-roads in these areas will know what is at stake. Forward our emails to friends and family, encourage others to submit a public comment, write a letter to the editor or to the governor, or talk to your county commissioner.

Climate change: the new front line for conservation in Wyoming

Wyoming is changing, faster now than any of us could have predicted even six months ago. In our last issue of Frontline, we addressed the reality of climate change and what it means for Wyoming’s future. Climate change is not a separate issue, but one that is deeply intertwined with all aspects of our work — from protecting our state’s big game populations to reducing harmful air emissions, to safeguarding our clean water, public lands, and ultimately our way of life. And if we are to succeed in our mission, we must advocate for policies that directly confront the real and growing threat of human-caused climate change.

Wildlife and migration

As you know,  the Wyoming Outdoor Council’s wildlife work over the last several years has focused on protecting Wyoming’s big game migration corridors — and for good reason. The science is clear about the crucial role these corridors play in maintaining ungulate populations that in turn support our state’s recreation economy and outdoor heritage. Yet, a changing climate could easily undermine many of these hard-fought efforts. For one, changing precipitation patterns and drought increasingly threaten the ability of animals to “surf the green waves” that connect their seasonal habitats. Wyoming has seen warming temperatures and drought intensify over the last 20 years and most experts agree that, at least for our state, this trend only gets worse. If we are to ensure that our state’s wildlife remain protected for the long term, we must also consider how these populations stay resilient and capable of adapting to these changes, while taking responsibility to mitigate the most damaging forecasted climate scenarios. 

Clean air

It’s hard to talk about clean air and the policies necessary to maintain it without acknowledging the relationship between climate change and the greenhouse gases at the heart of Wyoming’s air quality problems. We often think of natural gas as a cleaner fuel than coal — and it is, if we minimize the amount of fugitive emissions that leak into the atmosphere as it is produced and processed. The Outdoor Council has repeatedly called on Wyoming’s Department of Environmental Quality and the oil and gas industry to address air quality concerns, by advocating improved Leak Detection and Repair requirements for oil and gas infrastructure and opposing rollbacks of critical methane capture rules. With natural gas expected to play a major role in energy production for years to come, Wyoming must keep on raising the bar for air quality standards not only to protect our health, but to reduce our greenhouse gas footprint and stay competitive in energy markets that are favoring cleaner energy.

Clean water

One of the most alarming aspects of climate change in Wyoming is its impacts on our arid state’s already limited water resources. If current projections for warming hold, Wyoming could see significant loss of coldwater fisheries and native trout habitat by the end of this century due to increased water temperatures and loss of instream flows as our snowfields and glaciers shrink. These conditions exacerbate water quality concerns the Outdoor Council has been working hard to address, such as reducing harmful E. coli concentrations in our waterways. Warming temperatures are also projected to increase the amount of rainfall as opposed to snow, which reduces the amount of stored water potential available in the summer and fall. This spells increasing challenges and conflicts for ranchers, farmers, cities, recreators, and, again, our wildlife.

Our public lands

Advocating responsible energy development has been at the heart of the Outdoor Council’s public lands policy work — whether that’s fighting back against efforts to privatize public lands, urging the protection of special landscapes, or watchdogging development in crucial wildlife areas. We’ve recently reported on the rampant and largely speculative oil and gas leasing taking place across large swaths of the state. Not only do these lease sales come at the expense of other uses of our public lands, for those that are developed, they come at the expense of the quality of the environment that future generations will inherit. Remarkably, nearly one quarter of all greenhouse gas emissions produced in the United States originate from public lands — lands that are supposed to be managed with both current and future generations in mind. This is not sustainable. To the greatest extent possible, our public lands should be managed in ways that mitigate climate change and help surrounding communities be more resilient into the future. 

Confronting climate change also means addressing our economy

Climate change is a reality that ripples through the conservation issues the Outdoor Council has been engaged in for decades. It is something that our founder, Tom Bell, understood early on and urged us to address directly.

If we cannot find ways to address and mitigate this looming crisis and do our part as a state, our conservation work in all of our traditional program areas will fall short. 

Tackling climate issues in Wyoming will require hard and honest conversations about the dependency of our state’s economy on fossil fuels, and it will require creativity and investment into bold new ideas. The new front line for conservation means wading into policy issues that, at least on the surface, seem less directly tied to it — like helping communities transition from fossil fuels, promoting economic diversification, and supporting new sources of state revenue. As daunting and intimidating as this might feel, we believe it’s critical. Our state’s economy and conservation policies are interconnected. Wyoming’s outsized influence on climate change means that the policies and actions we take in our communities can have national — even global — impacts.

Governor tours the Red Desert with citizens group and Outdoor Council staff

Gov. Mark Gordon spent Thursday, June 11, visiting Wyoming’s iconic Northern Red Desert for a firsthand look at one of the state’s wildest landscapes. The tour was organized by the Wyoming Outdoor Council and our partners to familiarize the governor and his staff with some of the most beautiful and treasured corners of the desert as well as introduce him to citizens representing a variety of interests who value, work in and recreate on this important landscape. Many representatives of Citizens for the Red Desert, a grassroots group, also participated in the trip.

The Northern Red Desert contains nationally-significant cultural and ecological resources, including the greatest concentration of Bureau of Land Management wilderness study areas in Wyoming, crucial winter range and migration corridors for mule deer, pronghorn, and a rare desert elk herd, North America’s largest living sand dunes, historic trails including the Oregon and Pony Express National Historic Trails, and indigenous cultural sites including petroglyphs, buffalo jumps, and other respected places. It is a vast landscape that offers a range of potential for outdoor recreation and hunting, supports ranching, and is considered the largest unfenced area in the Lower 48.

The tour was designed to provide the governor an overview of these special values. Along the way, the governor visited sites such as Whitehorse Creek and the dramatic Honeycomb Buttes wilderness study areas; visited with local rancher Jim Hellyer and his family; heard about the Oregon Trail and westward expansion from Todd Guenther, a Central Wyoming College professor and historian; and met with Rick Lee, director of the Rock Springs Chamber of Commerce and Bobbi Wade, a local outfitter, to discuss outdoor recreational opportunities. Jason Baldes, an Eastern Shoshone tribal member and the tribal buffalo coordinator for the National Wildlife Federation accompanied the trip to highlight the history of indigenous use and current tribal values within this landscape. John Mionczynski, an ethnobotanist and expert on the desert provided additional background on the ecology, geology and history.

The wildlife values of this landscape were in constant view, and the connection of this Red Desert habitat to what’s known as the “Golden Triangle” to the north along the Wind River Front — so named for its wealth of big game and sage-grouse populations — was highlighted by wildlife experts on the trip. Lauren Heerschap, with WyoClimbers and a Wyoming Outdoor Council board member, also shared information about the value of this landscape as the recreational scenic gateway for national and international climbers accessing renowned climbs in the Wind River Range.

The Outdoor Council is tremendously grateful for the governor’s time to take this trip, and we and others benefited from the questions and perspectives he and his natural resource and energy staff shared with us. Gov. Gordon engaged in thoughtful conversations throughout the tour, and was obviously seeking to understand this diverse landscape and the perspectives presented. 

The Red Desert is largely comprised of public lands managed by the BLM. This agency revises its management directives about every 20 years through a public planning process resulting in a resource management plan. The Red Desert’s fate is currently under debate due to the ongoing revision of the BLM’s Rock Springs Resource Management Plan, which will determine how 3.6 million acres of public lands, including the Red Desert, will be managed over the coming decades. Recent plan revisions from elsewhere across the West have stripped designations that protect wildlife habitat, cultural sites, and more.

It is our hope that through the direct experience of this landscape, and his conversations with people who cherish it, Gov. Gordon will see that the Northern Red Desert is a national treasure worth protecting — a place beloved by a diversity of Wyomingites for its many values and uses and deserving of a BLM management plan that will ensure its special values remain for future generations.

Scholarships support students committed to conservation

This year the Wyoming Outdoor Council is proud to award $1,500 scholarships to five graduating high school seniors from Wyoming — who all have demonstrated a commitment to conservation values and protecting Wyoming’s environment and quality of life. The five students plan to study a wide range of topics in conservation and resource management and will be pursuing related degrees. These scholarships were made possible thanks to the generous support of the Blue Ridge Fund of Wyoming. Congratulations! 

  • Tessa Coughenour (Natrona County High School) will study environmental design at Montana State University.
  • Parker Goodwin (Cody High School) will study engineering at the University of Wyoming.
  • Mallie Gray (Natrona County High School) will study reclamation and restoration ecology at the University of Wyoming.
  • Kai Lynn (Cody High School) will study biology at Northwest College with plans to transfer to the University of Wyoming to complete a degree in wildlife biology. 
  • Rachel Stoinski (Lander Valley High School) will study wildlife and fisheries biology and  management at the University of Wyoming

We will continue to offer these scholarships each year to help support the next generation of conservation-minded Wyomingites. If you know a young person who may qualify, please spread the word and watch for the next opportunity to apply in early 2021.

Public Lands Lease Report: Wild Speculation in Wild Places

While local governments, businesses, and individuals wrestle with the impacts of coronavirus, public lands leasing to the oil and gas industry continues unabated. But this irresponsible federal leasing in Wyoming started well before the pandemic. In recent years, the Bureau of Land Management has drastically ramped up the amount of acreage available for leasing. Hundreds of thousands of acres of public land in Wyoming — including some of our most cherished landscapes and wildlife habitat — have been auctioned for development, with many parcels going for bargain basement prices.

The BLM is required to manage public lands for “multiple use,” balancing a wide range of activities and uses on our public lands — from outdoor recreation to wildlife habitat, preservation of historic and cultural sites, livestock grazing, industrial uses, and more. But today, over a third of all federal public lands in Wyoming are already leased to oil and gas companies for development. At a national level, 90 percent of BLM lands are available for leasing and new federal resource management plans across the West are opening up even more lands to industry, putting recreation and wildlife at risk. 

At the Wyoming Outdoor Council, we wonder where the balance is — and why our exceptional wildlife, outdoor recreation, and historical and cultural resources are being ignored.

That’s why we’re publishing a two-part report on the management of public lands in Wyoming, which includes infographics, photos, and interactive maps so you can better understand what’s at stake. 

Part I, which we’re releasing today, focuses on speculative oil and gas leasing in Wyoming. Specifically, we touch on the scale of leasing in Wyoming, where leases are located, and what resources they are impacting.

Part II, which we’ll publish along with the release of the long-awaited BLM draft resource management plan for the Rock Springs field office, will focus on this plan.- The RMP will dictate the management of millions of acres of public land in Wyoming for decades to come. The region includes treasured places like the Red Desert and irreplaceable wildlife habitat like the Red Desert to Hoback mule deer migration corridor and the Golden Triangle.

Should Energy Companies be Exempt from Environmental Protections During the Coronavirus Pandemic?

The global outbreak of Covid-19 has upended our lives. Economic activity around the world has slowed at an alarming rate as many of us stop traveling, shutter our businesses, and stay in our homes. In Wyoming, families are feeling the strain, including our energy workforce. Oil prices continue to tumble as demand slows, companies slash spending, and Saudi Arabia and Russia flood the oversupplied markets with cheap crude, furthering a massive oil glut. Across the nation and in Wyoming, major oil and gas companies are already laying off workers.

In these lean times, it’s important to take stock of and be responsible with our resources, support our communities, and plan for a secure economic future. But while individuals and industries across the country are tightening their belts, energy companies are requesting exceptions from basic environmental protections that protect public health — shifting the burden to the public and future generations in a time of crisis. 

Last week, the National Mining Association, the lead lobbyist for the coal industry, requested a temporary reduction or elimination of royalty payments and fees to the Treasury Department. Shortly thereafter, oil and gas companies asked the Environmental Protection Agency for a pass on regulatory requirements, claiming companies can’t afford to pay the employees who are responsible for ensuring compliance. 

On March 26, the EPA issued a sweeping and unprecedented suspension of its enforcement of environmental protections telling companies they do not need to comply with environmental regulations during the outbreak — including protections for water, air, and land quality that prevent pollution and protect public health.. The EPA has not set an end date for this suspension. The new policy would allow companies to both ignore environmental protections and avoid routine monitoring and reporting obligations with no penalty or repercussions for noncompliance. 

At the same time, the Bureau of Land Management is continuing to lease public land to oil and gas companies at unreasonably low prices, and is threatening to open up new lands to development in Resource Management Plans across the West during the pandemic. These actions raise serious fiscal and resource concerns. Should leasing and permitting be allowed to move forward if the energy industry has conceded it will be unable to meet its most basic environmental and public health obligations? Should it get special accommodations while the public faces additional roadblocks to participation? Should the public shoulder additional cleanup and public health costs to prop up an industry beleaguered by global markets?

In response to the pandemic, governors across the country have requested a halt to leasing, RMP revisions, and other federal actions on public lands. This week, conservative and taxpayer groups asked the federal government to suspend public lands leasing, calling it “fiscally reckless” in the current financial market. The financial return to taxpayers from public lands leasing is already far below the market rate, and the current oil glut is depressing returns even further. In BLM’s last Wyoming lease sale, only 61 percent of the acres that were offered actually sold — and 42 percent went for the minimum bid of $2 an acre for a 10 year right to develop. The parcels that weren’t bid on are now available noncompetitively for just $1.50 an acre. Conservation groups have also asked for a halt to leasing, concerned that the public can’t safely convene at meetings or even access important documents. 

Some federal actions, like RMP revisions, can dictate land management for decades. It is critical that local stakeholders can provide input on these plans, understand them, and ask questions of government officials. Based on our concerns about public participation, the Wyoming Outdoor Council and Powder River Basin Resource Council sent a letter to Gov. Mark Gordon on March 26, requesting a pause on public comment periods for state permits and rule changes. The Outdoor Council, along with other conservation and sportsmen’s groups, has also requested a delay of the Rock Springs RMP draft release until public meetings can safely resume. 

In Wyoming, we look out for one another in times of hardship. Many people’s livelihoods are on the line, and people in all lines of work are struggling. But cutting environmental regulations that protect the public’s health and leasing public land at bottom of the barrel prices is not a smart response to this crisis. It’s fiscally irresponsible, shortsighted, and jeopardizes the quality of life and natural resources Wyoming will need for a stable future.

Now is the time to come together and rally around our shared values, work for the well-being of our state, and protect its resources for future generations. That means not loosening the protections Wyoming people depend on for clean air, clean water, and abundant wildlife. In times of crisis, environmental protections are more important than ever. Public participation in government decision making is critical. And fiscal responsibility is even more essential. We should not rush to give away the resources that secure our state’s future — our public lands, our clean air and water, and our outdoor way of life.

Wyoming’s legislative session wrapped two weeks ago after tremendous work from your legislators, who had to address hundreds of bills while also crafting the state’s budget for the next two years. As they made the important decisions required to move the state forward, they made time for personal conversations and testimony from us and numerous stakeholders, and engaged with citizens over phone and email. It’s a big job — and, since Wyoming has a citizen legislature, they do it all as volunteers.

HEROES OF THE HOUSE

This year, we’d like to thank Chairman Mike Greear (Worland) and the House Minerals committee for their commitment to transparency, wise stewardship of resources, and extensive work over the interim. While we don’t see eye to eye with the committee on all issues, we have found that House Minerals prioritizes public process, due diligence, and having detailed, thoughtful discussions about each issue before them. We found this committee’s work and discussions on House Bill 13, Sage grouse mitigation credits (a vital bill that codifies a key part of the state’s sage grouse strategy) and Senate File 110 (a bill that would have analyzed the private property value of all public lands in Wyoming) to be particularly thoughtful. Thank you!

NEW CONSERVATION LOBBYISTS OF THE YEAR

We have two conservation lobbyists to thank this year as relative newcomers to the legislative session. Jenny DeSarro (Cody) from the Greater Yellowstone Coalition is a seasoned advocate who’s no stranger to the legislature, but this year came down for her first lengthy stint lobbying for GYC. Her work ethic and the quality of her engagement were tremendous. We would also like to recognize Liz Rose (Cheyenne) from Trout Unlimited, who came on board shortly before the session and made a powerful impression on legislators and lobbyists alike. Her work to represent TU’s many members on all issues related to fisheries was exemplary. 

THANKS TO THESE LEGISLATIVE LEADERS

  • The leadership of the House of Representatives, especially House Majority Floor Leader Eric Barlow (Gillette) and Speaker Pro Tempore Albert Sommers (Pinedale), for offering sage advice and assistance. 
  • We would also like to thank Rep. Sommers for his service on the Appropriations committee, and his work to ensure that the Department of Environmental Quality had adequate funding to monitor and safeguard air quality in the Upper Green River Basin. Thanks as well to Rep. Andy Schwartz (Jackson) for his work on this same committee, his helpful advice, and his efforts to improve a bill focused on Teton County state lands parcels. 
  • Rep. Cyrus Western (Sheridan), Sen. Fred Baldwin (Kemmerer), and Sen. Cale Case (Lander) for their work bringing budget amendments to the House and Senate, respectively, to increase funding in the Wyoming Wildlife and Natural Resources Trust to support wildlife crossings work. Thanks to their advocacy, $3 million of additional funding for crossings is included in this year’s budget. 
  • Chairman Eric Barlow (Gillette) and Chairman Drew Perkins (Casper) for their powerful work leading the Select Committee on Coal/Mineral Bankruptcies, which brought several critical bills that address the impact of energy economy transitions in Wyoming communities — especially the impact on workers. We also want to recognize Rep. Scott Clem and Sen. Michael Von Flatern (both of Gillette) for their strong work vocalizing the importance of bills from this committee that will be vital to their constituents. 
  • Rep. Mike Yin (Jackson) for his work to advocate for the future of outdoor recreation in the state, and for being a thoughtful voice on the House floor. 
  • Chairman Tyler Lindholm (Sundance) for his strong leadership in successfully shepherding Senate File 36 on industrial siting of wind and solar facilities through the House. 
  • Joint Agriculture Chairmen Sen. Brian Boner (Douglas) and Rep. Hans Hunt (Newcastle) for stewarding an important topic related to public access to state and federal lands via private-state land exchanges. We are grateful that this topic will be addressed by agency rulemaking. We would also like to thank these chairmen for continuing to lead on the topics of stranded state parcels.
  • Rep. Stan Blake (Green River) for being a consistent voice advocating for Wyoming wildlife, and for his work promoting worker and community safety in the public interest.
  • Rep. Sandy Newsome (Cody) for being a leader looking toward Wyoming’s future, for speaking up for the value of outdoor recreation in communities, and for her commitment to transparency and communication. 
  • Sen. Cale Case (Lander) and Sen. Chris Rothfuss (Laramie) for leading spirited, important floor debate on issues related to wildlife and Wyoming’s energy future. 
  • Rep. Shelly Duncan (Lingle) and Sen. Wendy Schuler (Evanston) for their work on the House Minerals committee and on the floor of the Senate, respectively, raising important questions about Senate File 110 and speaking to the value of wildlife and Wyoming’s outdoor heritage.  
  • Sen. Larry Hicks (Baggs) for standing up for big game, and for always being willing to explain his point of view, even when we agree to disagree. 
  • Rep. Jim Roscoe (Wilson/Alpine) for his work to encourage transparency in the management of state lands and for his thoughtful engagement on the floor. 
  • Sen. Liisa Anselmi-Dalton (Rock Springs) for being a strong advocate for Sweetwater County, and for her consistent support of wildlife and public lands.

We’re working for a strong executive order to protect migration corridors — you can help

In late December, Gov. Mark Gordon released a draft executive order that would dictate how Wyoming designates and manages big game migration corridors. 

While the draft is an important first step and brings us closer to a long-awaited solution, it still needs revision to ensure it will include the kind of protections our migrating herds require. We’ve asked the governor to include strong, clear language protecting the most critical corridor habitat — stopover and high use corridor segments — from risky development plans, and underscore the authority of the Game and Fish Department to manage all wildlife based on science, not politics. We’ve also provided many suggestions intended to help make the implementation of the order both efficient and effective in conserving corridor habitats. 

Together with several partners, we submitted comments to the governor’s office on how the final version of the executive order could be strengthened. Other conservation groups are weighing in as well, and nearly 300 Wyomingites signed a citizen’s letter thanking Gov. Gordon for his leadership and asking for strong language protecting wildlife.

There are still opportunities for you to speak up, too. The governor’s office recently announced a four-stop “listening tour” on Saturday, February 1, to discuss the executive order and answer your questions.

If you get an opportunity to attend and voice your thoughts, we hope you’ll share the following:

  • Thank the governor for taking important steps to protect migration corridors. Gov. Gordon’s forthcoming executive order will mark an important step forward, and his staff and the citizens who advised him worked hard to find balance and protect critical habitat while also allowing for responsibly-sited industrial development. 
  • Express the value of big game herds and the importance of protecting their habitat. Share why you personally value your local big game herds, and what value they bring to your community. Emphasize the world-class quality of our wildlife, and the importance of conserving it for future generations. 
  • Emphasize that Wyoming people and science are in agreement: We can protect critical habitat while also developing energy resources. Gov. Gordon’s executive order will allow us to make smart decisions about where to site industrial infrastructure. By prioritizing the siting of infrastructure outside these narrow and vital corridors, we can ensure that animals can move between winter and summer range and that we protect critical habitat without diminishing the energy economy.

WHAT’S AT STAKE

Research has shown us that migrating mule deer follow the same route each year, and pass on this migration knowledge from mother to fawn. Research has also shown that human development along these routes can cause disruptions, particularly at stopover points where animals pause to rest, eat, and gain strength for their long journey. Over the past three decades, we’ve seen mule deer populations decline in Wyoming by more than 30 percent, and failure to preserve the migration corridors that mule deer and other ungulates depend on as a seasonal lifeline would have lasting effects on these species. 

The future of our wildlife depends on our actions today. It’s vital that we keep working together to help establish meaningful protections for corridor habitat, because we only have one chance to get this right. That’s why we’ll keep engaging with the governor’s office until we’re satisfied the executive order offers adequate corridor protections. And we’ll fight a misguided effort in the Wyoming Legislature to undermine the entire process. 

LEGISLATIVE OVERREACH INTO WILDLIFE HABITAT 

House Bill 29, brought by the Select Federal Natural Resource Management committee, would sacrifice corridor habitat for oil and gas development, strip Game and Fish of the ability to responsibly manage big game based on science, and torpedo extensive collaborative work by stakeholders — the energy industry included.

The bill would give county commissioners, who have no authority over wildlife or the appropriate scientific expertise, the responsibility of creating migration corridor working groups. The groups would be required to consult with the Office of State Lands and Investments, the Oil and Gas Conservation Commission, and the Department of Revenue, among other agencies, but not the Game and Fish Department. The biologists and other experts who are responsible for managing our wildlife would be completely removed from the equation to create a process more friendly to oil and gas. Local working groups would even be empowered to amend the scientifically-defined boundaries of wildlife corridors!

If HB 29 is passed, not only will it undermine all the good faith work that stakeholders have invested in the governor’s executive order process, it will also virtually guarantee that no migration corridor can be designated in the future. That’s why we’ll be working hard during this year’s legislative session to defeat this toxic bill. And we need your help!
